Issue
Adventurer tiers 11 through 14 have inconsistent cost-to-power ratios. While individual tiers may not each be as egregious as the tier 11 spike, the overall pattern for this band is noisy — some tiers are too cheap for their power, others too expensive, and the transitions are not smooth.
Expected Behaviour
Each tier should provide a consistent marginal return on investment. The cost/power ratio should follow a smooth curve across all tiers.

Normalise the cost and power values for tiers 11–14 to fit the established scaling curve. Consider using a consistent multiplier between consecutive tiers.
